Are survey results only visible to the event organizers, or is there an option that the already given answers are visible to all? (The request is for a survey to manage buffet contributions.)

Survey results are only available to event organizers.
For the buffet usecase a registration form may be better, since you can use the participant list to show custom fields as well…

These cannot be published either, if I am not mistaken? (The reasoning for having access to the results is to avoid doubling dishes.)
Yes, you can have a public (either for everyone that can access the event or for other logged-in users who a registered themselves) participant list.
And if you turn off “merge registration forms” (or something like this) in the event-wide registration participant list settings, you can expose any custom field in the public participant list as well.
